'The Illusion of Control': Hong Kong's Legal Ivory Trade

A report into how Hong Kong's legal ivory trade was masking a parallel illegal trade in poached ivory, and how traders were abusing a failed licensing system. This report provided the much needed momentum to drive the Hong Kong Government to legislate for a ban on the city's ivory trade in 2021.
